The County Government of Nandi on Thursday sent a delegation led by the Chief Officer Administration and Decentralized Unit Scholastica Tuwei and Kapsabet Municipality Manager Dr. Lagat in a tour of Kitui to benchmark on Kitui’s successful implementation of the Kenya Urban Support Programme.
Nandi County identified Kitui as the pioneer county that has successfully implemented the programme citing among others the management structure, revenue collection methodology, environmental and social safeguards, enforcement of law and order, institutionalization of Public Participation and civic education as some of the key peer learning areas of the visit.
Kitui County Secretary Dr. Joshua Chepchieng’ who received them, together with Chief Officer Lands, Infrastructure and Urban Development Christopher Syengo explained to the team that sustainability of the municipality programmes was assured following the anchoring of the programme in the law.
Kitui County has effected municipality programmes in Kitui town and efforts are in place to lift Mwingi town to the municipality status to benefit from the national funding.
Later, the team visited Kitui County Textile Centre {KICOTEC}, the first of the manufacturing farms in the country’s devolution history that continues to attract national consideration.
Nandi Chief Officer for Administration Scholastica Tuwei said the visit to the plant was crucial noting that Nandi County was on the verge of establishing a similar plant to spur manufacturing in the rift region in line with President Kenyatta’s agenda.
“We are establishing a bigger industrial unit in our county and our visit here is key to help us get the insight of how KICOTEC’s story is a success”. She said.
The forum presented an opportunity for the participants to familiarize themselves with the successes and encounters in their counties thereby creating opportunities for enhanced synergy through information exchange to improve coordination that is vital in efficient service delivery.
